Can "we" create a bill/law that states that if a President orders a government shutdown that he/she/they will not be paid, and all executive, judicial, & legislative branches of the government, will not be paid, but lower-level employees will be paid?

It's so funny how there is an issue with finding 5 billion dollars for a wall when you guys scammed the whole world during Obama years and flew all those Billions to Iran overnight, ask them to send some of it back.

Curious about all the federal workers DT says is why he’s holding out. Cause the only ones I can think of are senators and congressmen.

To clarify to some liking, I’m referring to
