How could a computer algorithm possibly tell a person's race or nationality unless the applicant disclosed it? Wouldn't it be far more accurate to say that lower income applicants and those with higher debt to income ratios pay more?

Please hold Silicon Valley and others accountable for the biases our algorithms perpetuate or amplify, but PLEASE don't say algorithms are biased or discriminatory. As a legislator from CA, it will be great if you could lead the nation in developing a nuanced view here.

Why do you disagree with the idea that algorithms are biased? If a learning algorithm outputs a predictor that exhibits bias, then the predictor could reasonably be considered a "biased algorithm"

I agree that this algorithms disclosure language is misbegotten and was not subject to prior public debate--but the language would hopefully not preclude a government agency from demanding algorithmic transparency for a legitimate investigation--e.g., for CFPB/FTC re a credit app

Every algorithm has a group of humans who designed it. It's their own prejudices that they've encoded. Programming is not at all diverse. This is why representation matters so much in
