Voting is a right, not a privilege. It should be possible to do this in all states.

Wrong! Voting is a privilege of the citizens of the Union, the State, or the district in which they reside. Absentee ballots are provided to citizens who are outside their registered districts such as military or people in foreign countries. It is NOT a right of every person.
