They should not be allowed to manually turn them off.
The use of body cameras would increase transparency and improve trust. Yesterday Senators Udall, Heinrich, and I introduced the DHS Body-Worn Camera Act, which would establish pilot body camera programs for CBP and ICE officers.

Actually, there is a serious argument for turning off cameras: privacy, some people don't want to be taped for many different reasons. But they can simply have the person sign a form requesting the camera be turned off.

Body cameras lower incidents of violence toward and by officers, they provide accountability, they provide evidence against false claims against officers, they help weed out bad officers and support good officers, and provide evidence. There are few downsides to body cams.

Great proposal! Officers are afraid of civilians (especially African-Americans) and civilians don't trust officers. Hopefully, the use of body cameras will help to bridge that gap.

Without timely, public access to the footage Police-worn body cameras can do more harm than good. Police can use these surveillance tools like dragnets to incarcerate more people. The answer isn’t “technology” itself, but how we use it.

I appreciate your support of increasing transparency in policing. We need this. I’m just concerned that if citizens are denied access to this data then it will be used as a tool of oppression rather than liberation.
