It's not the job of FEMA to arrange distribution! As PR took it's 2nd storm, my town took BIBLICAL flooding & it was the PEOPLE, not FEMA that did the bulk of the work! To rescue, to distribute, to clean up, and to rebuild! THAT's American! Not waiting for the gooberment!
