35 mph gusts , obviously only the very best builders ..... whether or not the concrete had cured is irrelevant..... it's not the first time wind has happened during construction .... it's a joke , and appropriate representation of the entire administration

You don't put the entire thing up until the concrete sets. You use this wonderful invention called "braces." Poor planning and construction practices on the company. Also, that area is known for it winds. No excuse.
