        Where is the safeguarding training? History of violence remains a risk that isn't mitigated by someone wearing different clothes and identifying a different way. Any DV specialist would tell them that. Are women worth so little now that safeguarding comes last?

        We know someone who abused his daughters. He identified as trans once in prison, came out as a she. His daughters do not know his name nor what he looks like - how can they protect themselves?
