Yup - that paragraph puts it well. It's very problematic, but is likely a reaction from the agency(ies) themselves given the nutty reality we live in, as opposed to a ban imposed by the Trump administration. Crazy for sure, but a different kind of crazy.
that said, the director of the CDC was appointed by the Trump administration - could be why many view this as a Trump ban (though I think that is a stretch).
Technically I guess it's all the Trump administration - any appointee would fall under that. That said, that's not how this is portrayed. Also, I'm not totally sure this came from within the CDC - likely this is from HHS dealing with a sad reality when preparing the budget.
