It comes across as a direct ban for the budget and a more looming threat overall, imo. Congress has a bad track record of retaliatory CDC funding cuts, most notably with gun violence research.
Just doesn’t make sense to me that this comes from the Trump administration as @washingtonpost and others said. I think this is likely a (semi)self-imposed ban, not presidential censorship to get budgets through and make their life easier.
By cutting these words out of budget documents, they are less likely to tick off a crazy administration and Congress. That’s of course still bloody crazy that the CDC (and others) would even have to consider this, but it’s a different kind of crazy than censorship.
