When I review a paper, I want it to essentially look like a paper, with wider line spacing & line numbers.
I want the figures near where they're referenced. *I want the figure legends under the figures.* Do not make me become a grouchy scroll-a-saurus searching for a figure

I'm willing to consider a compromise on having figures separately (though I'd argue you could also have 2 copies open, one just to view figures in-text
), but I'm very curious - what's the plus in having figure legends separate? That one drives me mad! -
I'm totally with you here. If a figure even needs a legend, it should be easy to view as part of it. But I'm definitely a 2-doc kinda person when working in Word. LaTeX lets you work in "2 docs" mode but view as interspersed. If only it were as easy to collaborate in...!

I think that is why a decent use if bookmarks and links in a PDF or word document helps
