Agreed. The paper feels a lot like propaganda with the intent to show off how the CDC had everything under control. but obviously that was just an illusion, we know how it turned out. Question is how much was this the CDC being unprepared, and how much was it the White House?
The paper itself is actually fine - it’s all the associated commentary from Redfield and others that is pure propaganda. It’s really disturbing.
The paper conveniently stops at the point when the local outbreaks start. Thus it has the feel of a success story.
I saw the paper as a critical assessment of the initiation of spread in the US. Exponential growth during flu season makes initial detection of community transmission challenging. With testing ~100 samples a day we were ~3 weeks from initiation in Seattle to seeing positives. 1/2
