That study is deeply flawed and has been generally dismissed - the true number is likely significantly lower for LA county.

it would be interesting to see a non random study of pcr positive #covid19 with mild symptoms and asymptomatic, and compare/look at distribution rate of antibodies.
to further elucidate "more severe infection = higher ab titer" among other things.
