I keep thinking about how public health departments decided to "switch from containment to mitigation" in March & therefore not do contact tracing. I talked with counties with less than 12 cases who said it was too late. They didn't say, we need more money to do contact tracing.
Yup, many (most) countries (outside Asia) went down this path - luckily many of them have realized that a test, trace, isolate strategy is (a) our only choice, and (b) effective. We too will come to this realization eventually. I hope.
At this point I think it’s hard to even argue the U.S. is continuing to make serious efforts at mitigation. I think there’s a chance to catch up on contact tracing in a lot of places though, but in some I’m not so sure.
Health departments should focus their test-trace-quarantine-isolate efforts in high transmission settings, eg nursing homes, essential workers, homeless, jails. It'll be hard but pay off. These folks will require more support for isolation and quarantine.
