Correct. In SARS the mutation rate is about 2x10^-5, you mutate ExoN (the proof reading part), you'll end up with 3.3x10^-4

Why wouldn't proofreading activity lower the substitution rate?

Because their genomes are respectively larger, so the substitution rate / genome stays similar to other RNA viruses.
