I realize I am playing devil's advocate, and that there is a considerable power and incentives gap here. But if we are to be good advocates for open, ethical data sharing, we should be understanding of -- but not make excuses for -- academic systems that encourage bad behavior.

If I was REALLY being devil's advocate, I'd wonder why we continue to fund public access databases like GISAID if they can't fulfill their most basic mandates of equity and fairness. Focus on building capacity, improving frictionless access & levelling the playing field instead.
