Hard to say, but quite plausible. My guess, with zero insider info, is that with a large virology research institute in the city and a large set of clinical samples that some virus sequencing is ongoing.
The city is under lockdown AFAIK, so I'm not even sure they can go to work. But yeah - I also have zero insider info here.

I highly doubt that Wuhan institute of Virology is closed.

Yeah, definitely not closed - but big difference between running at full capacity vs essential staff only. But again - I have no knowledge of what exactly is going on.
