Hard to say, but quite plausible. My guess, with zero insider info, is that with a large virology research institute in the city and a large set of clinical samples that some virus sequencing is ongoing.

The city is under lockdown AFAIK, so I'm not even sure they can go to work. But yeah - I also have zero insider info here.

Of the 87
#nCoV2019 isolates that have been fully sequenced and are available on GISAID, 61 are currently Asian isolates, 51 from China. There are 6 additional isolates on SRA and 15 assemblies on NCBI’s assembly db. Don’t know what the overlap is. But - many from China.
