Generally speaking it isn't that uncommon - flu does that too. However, it's unusual for a betacoronavirus to transmit during the incubation period (i.e., after the patient is infected, but before symptoms) and is not something that has been seen for e.g., SARS and MERS.

It is important to note this was not "casual" contact. this constitutes very close contact as they had multiple meetings & multiple contacts at different time points.
