I'm not arguing that Ebola in DRC shouldn't be considered a PHEIC, but the main difference here is that nCoV is a novel virus that appears to be spreading explosively (possibly respiratory). Ebola is different in how it spreads and we have a lot of knowledge of how it 'behaves'.

I have to wonder if the EC will rely more on the decision with 2009 H1N1 as a better precedent for this outbreak given cfr, (suspected) transmission mode, and non-specificity of symptoms complicating diagnosis?

Agreed - the potential of nCoV to affect global health is much more like pandemic flu, than it is e.g., Ebola.
