I have to wonder if the EC will rely more on the decision with 2009 H1N1 as a better precedent for this outbreak given cfr, (suspected) transmission mode, and non-specificity of symptoms complicating diagnosis?

Agreed - the potential of nCoV to affect global health is much more like pandemic flu, than it is e.g., Ebola.

Given our ignorance, given potential spread through the air, given multiple countries reporting cases within a matter of days, PHEIC does not seem inappropriate.

To the extent that borders matter more than the number of individuals infected, more countries have reported the novel coronavirus than Ebola.

Depending on specifics of transmission,
#nCoV2019 could spread fast & harm a lot of people very quickly. Cases have already been confirmed in Thailand, Japan & South Korea as well as China. Possible cases are being monitored in other countries. - Nog 1 antwoord
