I agree with you regarding the lack of control group - I found it hard to know what should be considered normal (average...). Still, 31% is alarmingly high.
'Average' or 'normal' - very different things. Average implies the mean value of a (presumably) normal distribution, so 50% would be below average and 50% would be above by definition. 'Normal' is a different concept (typically mean +/- [range] SD), so I'm really confused.

And of course - all of this could have been avoided with the inclusion of a control group, because what we really need to know is the difference between the groups - not the difference of a group to a hypothetical distribution.
