These look like the equivalent of the UKs competitive fellowships (UKRI, Royal Society URF, Wellcome). Really great chance to start a research group and hit the ground running without taking on a teaching load immediately.
I personally think this is a *great* initiative - one of the most exciting in a while: 1. Up to $300k direct a year for five years (!) 2. No citizen requirement (!!) 3. looks great in general, but seems at a glance like it’s aimed at super-postdocs like the Scripps Fellows. Unless they’re excluded those individuals will probably dominate the awards. Not obvious how it’s better than a K99/R00

Definitely aimed at 'super' postdocs, but that's not necessarily a bad thing - might encourage institutions to give postdocs more independence. Different than K99, but not necessarily meant to be better.
