Given that this appears to be a new species (as per
@HelenBranswell STAT article), there is absolutely nothing surprising here - if we sequence enough bats, I'd expect us to find hundreds of new species. No? Filoviruses even more so - we already found filos in Spain (in bats).
And of course - it goes without saying - that most/all of these will either be unable to infect humans (let alone transmit between) and/or will be non-pathogenic.

If, as they seem to be saying, they believe it is a potential threat to humans, not sharing the genome (and the virus if isolated) for nearly 2 years seems wrong. If the paper is in review (or, indeed, in press) then it could be posted as a preprint and the genome put on genbank. I believe there is only one likely journal that wouldn't allow this. Its initials comprise NJEM.
