Imagine a multinational corporation made a deal with the IRS for cheating on taxes hidden in offshore accounts that allowed said corp to keep 50% of back taxes and prevented the IRS from auditing its offshore accounts in the future.
Then say the IRS defended the deal by saying, "We now have more auditors assigned to the account. If we hadn't made this deal we would have recovered nothing and we wouldn't have this level of scrutiny." Plus they promised never to cheat on their taxes again.
