This is a legit question and may show my ignorance - why is it necessary to have voters register with a party? Thanks!
They don’t have to: about 9% of KY voters are not registered as Democrats or Republicans.

Is there a way to do away with closed primary that requires party affiliation? Is that something that must be done through the General Assembly?

Closed primaries are established by law and only the General Assembly can legislate.
