And by absentee for all, I mean that in future elections anyone would be able to request an absentee ballot, not that everyone would have to vote by absentee ballot or that polling places would be eliminated.
It’s up to the legislature, but note that expanded absentee is very expensive and is only possible for this election through generous federal subsidies.
