How did you request a ballot a week before the portal launched? In any event, if you apply for but do not receive a ballot, you do not lose your right to vote in person. Under federal law you can cast a provisional ballot.

Not knowing the portal was coming, some Northern Kentuckians contacted county clerk to request absentee ballots. They then received notarized forms in the mail, filled out, mailed back to county clerk. Clerk offices vary widely in their efficiency before & after portal! Worrying!
