We're hearing this too -- 15th deadline next week already.
The 15th is the deadline for absentee ballot application, not the deadline for issuance or return.

How did you request a ballot a week before the portal launched? In any event, if you apply for but do not receive a ballot, you do not lose your right to vote in person. Under federal law you can cast a provisional ballot.
