Hi, @dougstafford , can you point me towards best person to discuss why absentee ballots in Boyd Co. KY require postage but not in Woodford, Co.? Voter w/ questions tried calling co. clerk, clerk hung up.

County clerk would be my first choice but if not election division of
@KYSecState
The Boyd Clerk (who is new) may have used old envelopes they had on hand from prior elections. However, every county clerk has been provided postage-paid envelopes by the state. And, USPS has confirmed they will deliver any un-stamped absentee ballot, and bill the county clerk.
