Many of the rural polling places in Letcher County are public schools. Since the public has been asked to stay on outside of public schools as much as possible, it creates a real conflict in messages if we ask people to go into the school to vote en masse.
That's why @GovAndyBeshear and I are not encouraging people to vote in person. We are encouraging them to vote absentee.
