If you request a mail-in absentee ballot in KY you are mailed a paper application. You sign and then return the ballot in person or by mail.

To mail the application in (and the ballot, I assume) you have to provide your own envelope(s) and stamp(s). Yes, these are nominal expenses for most, but it still feels a lot like having to pay to vote. And, if you don't have those on hand you still have to get out and buy them.

Your information is not accurate. A voter can, but does not have to, mail in an absentee ballot application. Also, we provide prepaid-postage envelopes for returned absentee ballots. For accurate information about the election, visit http://elect.ky.gov .

Don't you agree, though, that nearly all of the reasons listed on the application are also prohibitive factors to turning the application in in-person?

I am curious, too, why include a postage-paid envelope in with ballot but not the application to get the ballot?

Thanks for your quick reply. My info is accurate based on both the information provided online and my mail-in absentee ballot application. In the first and second tweets of the thread I did say a person can turn the application both by mail and in person.

Is there another channel I may pursue to get a response to my questions? The website does not address the fact that postage is NOT paid to send the application in. Also, this is my first go at a mail-in ballot but shouldn't postage be paid no matter if there's a pandemic?
