Rather than vote-by-mail, we don't mail out ballots to the voter file. We require an application with proof of identity (not a Photo ID; SB 2 takes effect after the primary) to get an absentee ballot.

I hope this works, but I have had SO MANY mishaps with the USPS and missing checks, missing mail, etc. Hopefully this will be an honest way to vote, but I hope all the ballots are returned and counted.
