Since Gov. Bevin took over, KTRS funding has more than doubled. In 2016, avg. teacher pay in KY ranked higher than all but 2 neighbor states and ranked 13th nationwide for highest pay increase. So, according to this article, we have a teacher surplus, right? I mean, that's what is being asserted. Because, in a market system, if teacher salaries are higher than the competition, we'll have more applicants. Which is why we'd have a surplus. Right? So, is that true?
