Democrats have been running the State since 1971. Only til Matt Bevin was elected 3 years ago did they really start working on pensions. Before then Democrats planned on borrowing $$ to plug a hole. Can you believe that? Borrow $$ on new credit card to pay the minimum pmt on debt
