    Why does this matter? This makes obvious how easily police could game the system. Want to keep this person off the street for a while? Just tack on some extra charges at booking-- voila! release not recommended! We need more police accountability for booking decisions.

    Why is this surprising? Only serious charges trigger increases. While it's no surprise that booking charges do not always lead to convictions, it is surprising that charges that are serious enough to impact the tool are routinely tacked on at booking w/o sufficient support.

    To repeat: for about 27% of the cases we analyzed, charges that were ultimately unsubstantiated by the criminal legal process caused the PSA to recommend higher levels of pre-trial supervision.

    As far as we know, these the charges that lead to these increases are based on politics rather than empirical correlations with the outcomes the tool directly predicts.

    To over-simplify a complex process, if the booking charges are serious, the PSA as it is used in SF increases its recommended level of supervision above and beyond what is indicated by the statistical models underlying the tool.

    One of the inputs to the PSA are the booking charges, the charges the police officer reports to the jail as the legal basis for the person's incarceration. There is virtually no oversight, feedback, or accountability around these charges.

    In this paper, we looked at how police officers' booking decisions in San Francisco impacted the outputs of the Public Safety Assessment (PSA)-- a risk assessment tool that is used to make pre-trial recs, i.e. should an arrested person be released and under what conditions.

    Sometimes you need code or math. Sometimes you need sociology. Sometimes you need UX. Sometimes you need law. Sometimes it's hard to figure out which you need. This conference has done a great job of putting people who do various ones of those in the same room

    Hm, this is neither true, nor helpful. Many cases where a tech intervention directly contributed to better conditions - incl. advertising and product delivery use case this whole field stemmed from. It's never enough but also certainly not useless work. The field needs all of us!
