To summarise today’s Senate Inquiry hearings into the Turnbull Govt’s decision to award $444m to the Great Barrier Reef Foundation (GBRF) without a tender or grant application process.

We now know for certain that this grant was not solicited by the GBRF. This was confirmed by the MD of GBRF Anna Marsden.

Ms Marsden said that Prime Minister Turnbull, Minister Frydenberg & Dept Secretary Pratt personally met with GBRF Chair John Schubert in a private meeting on 9 April in Sydney and that the PM offered the $444m.

In Senate Estimates 21 May - Mr. Pratt seemed to suggest the GBRF approached the government for funding. Today the Dept wouldn’t tell us who in the Govt came up with the idea to give $444m to GBRF (money that the GBRF hadn’t asked for). The Dept cited Cabinet confidentiality.

In Estimates on 21 May, Minister Birmingham claimed that the Govt had conducted due diligence on GBRF. Today the Dept said it was based on their previous knowledge of the GBRF. No specific due diligence was cited. It seems the only approval that mattered was the PMs.

The Govt gave 6 years of funding - $444m - in one hit to the GBRF on 30 June 2018 without a final agreement with all KPIs in place. The $ is now sitting in term deposits in different banks - several of whom are members of the GBRF Chairman’s Panel.

In their testimony, the GBRF took on notice questions about these term deposits, also about -how much of their funding comes from the private sector, -when several policy changes at the Foundation occurred, and -even which 4 individuals first started the organization.

This an extraordinary situation – a private charity financially supported by mining firms, big banks and the BCA has been handed nearly half-a-billion dollars of taxpayer money in a private meeting by the Prime Minister Malcolm Turnbull.

For more details - please see my other tweets from today. More work to come for the Inquiry, no doubt. We heard today from the GBRF that their Chair and a few other Board directors are going endeavour to make themselves available for future hearings. That would be welcome.

This is CORRUPTION. Please can people start using that word? The government is corrupt - why won't anyone just say so? Dutton is corrupt. Bishop is corrupt. Turnbull is corrupt. Joyce is REALLY corrupt. Tudge... Porter...

Agree, definitely smells like "La Casa Nostra" scam where funds are being channeled in mysterious ways back to the #Liberal Party! Hmm, why does #Parakeelia come to mind? I wonder how many #LNP MP's recently purchased new paper shredders for their offices after the bi-elections?

Not a good look, has a wiff about it! If corruption is proven, it will support calls for a federal ICAC. The NSW model would be a good starting point. Transparency of public funding must be a given.

The emphasis here should be "taxpayer money", Australians do not pay tax for any other reason than for the govt to provide infrastructure & services to benefit the Australian community, not to use it or donate for any other purpose. This is pure corruption with @TurnbullMalcolm
