Because he passed a half-dozen signs warning truckers to stay in low gear, not to mention the "Runaway Truck Ramp" sign. The fact that he needed a translator at his hearing is also problematic.

That is why it has such HUGE signs with blinking lights and runaway ramps warning of the danger! Driving this road is NO child’s play, be it a semi-truck, RV or passenger car. Can’t believe this moron made it past dead-mans curve!! Both he and his company needs charged!
