The terminal velocity for a tiny fish is very low, the low height is more important to not missing drop zone than the survivability of the fish.

As I said, survival of aerial-stocked fish is incredibly high. Without a doubt more than 1 fish survives being pitched out of a plane at 70 MPH and 200 feet (or more) in the air. On occasion, we have seen live fish movement under the carpet of dead fish floating at the surface!
