It’s not a back alley building though. It’s in the center square of the main hub. Weird that accessibility options are gated (they should be open after the tutorial), but they’re more prominent than the tweet makes them out to be.

True, but I feel that it's offset by the building being locked behind rescuing somebody outside of town first.

It's not a random back-alley building, it's right next to building you go to to access the warps to various areas, so it's right next to the most important building in the game. They also tell you to go back to it whenever you can get one of the accessibility things.

You're not wrong that hiding the accessibility options beyond progress is stupid! It's very stupid! But the building itself is not hidden at all.
