This email was after I submitted a claim for review, and YouTube has no incentive to promote videos that do not have ads on them, and they don't.
Why would they have no reason to promote it? Content that drives viewers and they subscribe to you would give you more views on videos that are monetized

I don't think she was intentionally trying to start a witch hunt, she's just frustrated that her videos are constantly getting demonetized. I know the money is minimal and that it may not mean much in the long run, but it still got to her, which I feel is understandable.
