It's a parliamentary thing - power sits at all times with the parliament so there's not really a transition in the same sense as systems with strong executive presidencies

Power sits in the executive, which itself sits in parliament. MPs of the party in power are not all part of the government. The executive vests it's power in the PM. The power of the PM is comparable to an executive President. The only real difference is how they are elected.
