    3/ Death in Custody Act required collection from states by fiscal year 2016, but DOJ has not implemented such a program and does not expect to begin data collection until fiscal year 2020.

    2/ DOJ does not have a full accounting of federal law enforcement agencies, so it cannot determine if all agencies required to submit data regarding death in custody are doing so.
