Also reviewers aren't paid off they just get early access to highly curated content that they'll review positively and get out before anyone else, but that doesn't count as being paid off?

A 10/10 isn't considered a perfect score, but a 7/10 is considered an average score. I feel like that makes the entire scoring system completely arbitrary and unnecessary

All that means is that on the IGN scale, a 10/10 doesn't mean that a game is perfect (because no game is. I'd love to know what game you think is perfect if you disagree), but it is the absolute highest recommendation we can give to a game.
