I feel Chrono Trigger and some of the other 16 bit JRPGs did battles the best. Some battles were avoidable, others were scripted, and there never felt like an overwhelming amount of enemies to beat if you wanted to clear an area out.

So I turned on a draconian setting called "make enemies harder." Essentially the game's hard mode. And I think it's perfectly balanced. Not frustrating, but really requires you to utilize all your tools and party members effectively.
