I know the "just" there is doing a ton of work but it really seems like the open world choice severely undermined the parts of the game that actually work and are more interesting

I wasn't able to replicate this on PC. Although obviously these pedestrians are just window dressing, I had to go about half a city block, past hundreds of other pedestrians before the one I singled out despawned somewhere behind me.
