This is a shirking of responsibility, a cowardly corporate practice which the pub and studio knows it can play because it assumes the ignorance of its audience.
Consider the colonialism at play here, though. You set a game in Washington DC, like The Division, no one's really gonna complain, because it's Westerners doing it, talking about ourselves in the process. As soon as you set a very similar game elsewhere, you become imperialist.
If you go make a game set in, say, Syria, you run the risk of turning that very real and painful circumstance into a theme park; if you set it in the West, it's a theme park that Westerners are in on. Putting that theme park elsewhere, however, can be really harmful.
