True. It's the same as "buy back".
Using the tax payers money to buy the gun that the tax payer purchased isn't buying it back. It's making the tax payer pay twice and confiscating it.
The words sound better than what it really is. Gun confiscation.

Beto does NOT have faith in his fellow Americans or he would have to admit that millions of Americans own these guns safely, legally, and never threaten anyone with them. Treating millions of Americans as potential mass killers? Recipe for more polarization.
