Round was used point-blank- NOT at all what they are designed for, almost guarantees severe injury or death. Cop should have used taser or pepper spray at that distance, NOT any kind of projectile weapon.

AND ONLY IF ABSOLUTELY NECESSARY FOR HIS OR HER OWN SAFETY!! Probably completely unwarranted to use any force at all in this instance.
