That would be the same Philip Rutnam Permanent Sec DFT who presided gave evidence on the justification for the High Speed Train when it’s budget was £32bn.... defended it when it was £42bn.....then was moved to Home Office after its budget sailed over £56bn.....it’s now £100bn+!
