Visited London a few times recently never realised how dangerous it is with these cyclists suddenly appearing, going through red lights, & on pavements etc. 

Nor do ALL cyclists cycle on the footpath.
You might want to look up how many pedestrians were killed or injured by cyclists last year, then look up how many were killed or injured by motorists. Comparing the sets of figures will tell you where the real danger to you and your child comes from.

Yes. It is only charged during RTAs. Call an ambulance for any other reason and the cost is covered from general taxation.
